Circuit court erred by requiring father to pay 50% of GAL fees in a Wis. Stat. §767.242(5)(b)1.b action. The intent of that statute is to make the prevailing party whole and provide a financial disincentive to custodial parents who interfere with the custodial right of the other party. The court, however, must explain the basis for the amount of fees awarded. Excluding time spent in settlement negotiations was proper.
